The Constitution and By-Laws Committee is tasked with developing changes to the Constitution and By-laws as may be required, reviewing changes proposed by members and recommending changes to the Board of Directors. The Committee also drafts Resolutions for the Board of Directors to be presented at the Annual Conference.

In addition to Chairing the Eastern Division's Committee, Chief Barry Dampier also serves on the Constitution and By-Laws Committee of the International Association of Fire Chiefs as the Eastern Division Representative.
